Abstract:According to the main subjects' characteristics of big data technology ethical risks governance, governance responsibilities that various subjects should bear are clarified, which includes strengthening public risk awareness, enhancing social responsibility among social organizations, promoting self-restraint within enterprises, reinforcing institutional norms through government measures, and emphasizing professional ethics within the media sectors. Combined with the escalating ethical risks associated with contemporary technology, the ethical dilemmas-specifically the absence of responsibility consciousness, the offside of responsibility rights and the dislocation of responsibility behavior in responsibility risk of big data technology are deeply analyzed. Meanwhile, suggestions of combining multi-governance with the governance of ethical governance in big technology is put forward that the government leads the coordinating and harmonizing efforts of various governance entities including the public, social organizations, enterprises, and media, and that a responsibility community should be established based on "consensus, win-win cooperation, shared governance, and shared benefits". Through diversified governance, it aims to scientifically prevent and mitigate ethical risks associated with big data technology, thereby stabilizing the security of social data and information.
