Rural governance is the cornerstone for national governance and the foundation for rural revitalization. To improve the quality of rural governance and rural construction in a solid and orderly manner， it is necessary to reconstruct the shared governance community in rural revitalization， to optimize the social risk prevention mechanism of community self?organization， to construct a new "three?society linkage" mechanism for rural communities， and to build a new multi?level pattern of village governance community. The key elements constructing the rule of law system for rural governance include giving full play to the value of village rules and regulations， resolving conflicts and disputes at the grassroots level by following the "Fengqiao experience"， integrating local governance norms into the whole process of people's democracy， and empowering the township governments to enhance their public service capacity. Its main paths have been demonstrated as follows： to give full play to the leading role of grass?roots party organizations， to highlight the democratic consciousness of grass?roots consultative democracy， to strengthen the restorative function of family， family education and ethos， and to integrate new rural resources to consolidate the intrinsic main foundation in rural revitalization.
