As information technology develops rapidly， the impact of cognitive warfare on global cultural security and the role it plays in international politics are becoming increasingly important. The study analyzes NATO's strategies of leveraging cultural soft power to influence global power structures， highlights how control over public ideology and cultural cognition is utilized to achieve strategic objectives， and reveals the severe threats posed by the strategies to the cultural sovereignty and security of other nations. To effectively address this unconventional security risk， it is essential to optimize national cultural security strategies and to establish a more comprehensive national cognitive security mechanism to enhance the public and policymakers' ability to both understand cognitive warfare and recognize and prevent cognitive risks towards culture.
