For the governance on relative poverty in rural areas， a long‐term social security mechanism is the institutional guarantee， and law‐based governance in social security is the fundamental measure. To promote the coordinated development of the rural social security system during the "14th Five‐Year Plan" period， it is necessary to clarify its strategic priority and the key tasks facing the rural elderly service system， so as to promote the coordinated development of family and social for rural elderly care.
